I called and visited the Bellevue Police Department several times regarding the Westmark Blazer. I ended up writing. There was a response. And, I wrote a follow-up letter.

The response was rapid, but I was not prepared for the conclusion or the tone.
The response was on City of Bellevue letterhead which I cannot reproduce. It was from R. E. Darden, Police Legal Advisor. You cannot know this so I will tell you. Darden is female.

Dear Cpt. Ferguson:
I am enclosing a copy of R. E. Darden's response to my request for a copy of the emissions test on the Westmark vehicle. A copy of Darden's letter supposedly was provided to you already.
It seems that there is a bit of a problem. You see, I contacted the Bellevue Police Department shortly after the deaths. At that time, I was told that an emissions test was performed. After several attempts to obtain a copy then, during which I talked with several officers, I put the matter "on hold." I did this for two reasons. First reason - - - I believed what I was told about an "on-going" investigation and the case had not gone to trial. (I still have a bit of a problem with this as I do not know why the truth would ever hurt a case). Second reason - - - I was then told that although I could not see or have a copy of the test result, the vehicle had passed the test.
Now, I have bided my time and recently made another request. I am dumbfounded by Darden's letter. What is going on?

Ferguson, (that's right, I won't ever call him Cpt. or Captain again), did not see fit to respond. In my meeting with him back in September he was quite willing to discuss the subject of the emissions test with me, and we both referred to it. There was no talk of there not being one. In my opinion, Ferguson is a lackey, a coward. Quote me. He disgraces the uniform.
Then, there's this Darden babe. What a legal scholar. "No emmision (sic) test was located." Ok, how about reference to one in the report(s)? How about the memories of the investigating officers? What about the promise to check out a possible exhaust malfunction as part of a thorough job? And, she has the arrogance to continue, "There being no such test of record . . ." Let's assume that a quick perusal of the case did not locate the test, is that sufficient ground to conclude there was "no such test of record." Or, is this just her lawyer "double-speak," ie., there was an emission test which we didn't look too hard to find, but since we didn't try to get it admitted as evidence at trial, it never was "of record." (Is there any truth to the rumor that Darden was a consultant to Clinton on the meaning of "is?").
" . . . none has or will be provided." No one that I know asserted that one had been, but have it your way, R. E. Darden, for now. (What's "R. E." stand for, Real Evasive? Rotten Egg?).
Well, the ball's back in my court. Where's this going? Assume I am correct in my contempt for these two members of Bellevue's finest. Are there other "rotten apples" involved? Did someone else put them up to this? What is the motive?
Is this obstruction of justice? Is it a criminal act? In my opinion, Westmark's guilt or innocence did not depend upon it. Why then?
If the Bellevue Police Department acts this way when there should be no bearing on the outcome, what might they do when there really is something at stake? Would they suppress evidence and lie then?
Let me address the motive question next. See how good I am. Can I lay out a scenario which you can grab on to? We'll see.
